Garnishment set up in Menu 5-3-1

When setting up a payroll calculation for an employee in menu 5-2-1, not only do you need to have the Rate and Maximum column filled out, but on menu 5-3-1, the Max Type needs to be selected, otherwise the max amount won't work properly.
